Proyecto LIFE MedWetRivers

El agua es la esencia de la vida y en cuanto tal, es una de las principales fuentes de biodiversidad de Castilla y León, además de uno de los más importantes agentes de modelado del paisaje.  Las Riberas y las Zonas húmedas constituyen un conjunto de ecosistemas de gran valor natural cuya conservación es de gran importancia para el mantenimiento de la vida silvestre, pero estas zonas también desempeñan muchas otras funciones ecológicas, sociales y económicas.

Esto es aún de mayor importancia para la región bio-geográfica mediterránea donde el agua es un bien escaso y precioso.  Aún cuando la mayor parte del territorio de Castilla y León está vertebrado por el río Duero y su red de afluentes, no podemos olvidar que ríos pertenecientes a otras cuencas drenan también la región. Así, el Tiétar, Alagón y Alberche vierten sus aguas a la Cuenca del Tajo, y otros cauces a las Cuencas del Ebro y del Miño que son las 4 Cuencas hidrográficas incluidas en la mencionada región mediterránea.

El Programa de Gestión y Seguimiento de Zonas Húmedas y Riberas Mediterráneas en Natura 2000: “ MedWetRivers”, financiado por el instrumento financiero de la Unión Europea para el medio ambiente LIFE, tiene por objeto contribuir a la conservación de estas zonas de gran valor natural mediante la elaboración de los instrumentos que permitan una gestión sostenible de las mismas y un seguimiento de sus valores naturales.

El Proyecto, que se desarrolla entre septiembre de 2012 y diciembre de 2018, cuenta con un presupuesto de 2.744.394 €  y una co-financiación de la UE de 1,284,376 € (46,8%).

Los objetivos principales del proyecto son por una parte garantizar el mantenimiento y la recuperación de los estados de conservación favorables para los hábitats y especies de interés comunitario ligados al agua y por otra mejorar la coherencia y la conectividad ecológica de la Red Natura 2000. Para lograr estos objetivos se planteó inicialmente el establecimiento de un Programa participado de Gestión para todos lo LIC/ZEPA de tipo fluvial o de tipo humedal de la región biogeográfica mediterránea en CyL, junto con un Programa de Seguimiento de las especies y hábitats propios de estos ambientes.

Para contextualizar adecuadamente el marco en el que se ha desarrollado el proyecto y las variaciones experimentadas por el mismo desde lo inicialmente planteado, es necesario considerar lo siguiente: La Comunidad Autónoma de CYL, como consecuencia del Expediente Piloto abierto por la Comisión Europea al Reino de España por la no designación de las ZEC, se comprometió a finalizar el proceso de designación de las ZEC y la aprobación de medidas de conservación.

Esta circunstancia supuso un factor clave para el desarrollo del proyecto LIFE MedWetRivers tal como se había planteado ya que con la aprobación en el año 2015 del Plan Director para la Implantación y Gestión de la Red Natura 2000 en Castilla y León, de los instrumentos de gestión de la totalidad de los espacios Natura 2000 relacionados, así como la declaración de las ZEC y ZEPA en la Comunidad de CyL, se cumplió con la exigencia del artículo 42.3 de la Ley 42/2007, de 13 de diciembre. Con ello, los principales objetivos pretendidos por las acciones centrales del proyecto MedWetRivers, fueron en gran parte satisfechos.

- ACUERDO 15/2015, de 19 de marzo, de la Junta de Castilla y León, por el que se aprueba el Plan Director para la Implantación y Gestión de la Red Natura 2000 en Castilla y León.

- ORDEN FYM/775/2015, de 15 de septiembre, por la que se aprueban los Planes Básicos de Gestión y Conservación de la Red Natura 2000 en la Comunidad de Castilla y León

- DECRETO 57/2015, de 10 de septiembre, por el que se declaran las zonas especiales de conservación y las zonas de especial protección para las aves, y se regula la planificación básica de gestión y conservación de la Red Natura 2000 en la Comunidad de Castilla y León.

Las modificaciones necesarias derivadas de lo señalado, se pueden sintetizar en la necesidad de:

  1. Reorientar algunas acciones del proyecto.
  2. Desestimar la ejecución de algunas acciones del proyecto.

Entre las consecuencias más significativas que se han derivado es la no procedencia de la ejecución de las acciones relacionadas con la elaboración de los planes de gestión y seguimiento de los respectivos lugares,por estar ya elaborados. Sin embargo, se mantienen los objetivos del proyecto ya que los resultados de una gran parte de las acciones tendrán su repercusión en la preceptiva evaluación y revisión de esas herramientas de planificación, gestión y seguimiento de los Espacios Protegidos Red Natura 2000 de Castilla y León ya aprobadas. De este modo, contribuyen los resultados de esas acciones a la satisfacción de los objetivos con los que fueron planteadas originalmente, respetando su finalidad y por tanto, justificando plenamente su ejecución.

Water- the essence of life! One of the most important sources of biodiversity and landscape modelling  in the region of Castilla y Leon in Spain. Riversides, wetlands, meadows  and areas reached by water constitute an extended amount of ecosystems of great natural value, the protection and conservation of which is of paramount importance for the maintenance of wildlife, aside from the other ecological functionalisties such as economical and social cooperation.

Water comes to be of a greater significance for the bio-geography of a Mediterranian region like ours, where water is a scarce commodity. Even when the great part of Castilla y Leon contains the Duero river and its tributaries network as a backbone, there should be mentioned that other watersheds float the region. So, Tiétar, Alagón and Alberche take their waters into Tajo, and others into the watersheds of Ebro y Miño which are the 4 hydrographic basins in the region.

The programme for the Management and Observation of Mediterranean Wetlands and River Banks in Natura 2000: “MedWetRivers”. It is funded from the EU financial instrument for the environment LIFE and has as its own objective to contribute to the conservation of those great value and importance natural sites, through the creation and elaboration of instruments and tools that make sure a sustainable management of the same, and a close monitoring to the natural affluence.

The project, which is developed from September 2012 to December 2018 has had a budget of 2,744,394€ and a co-finance from the EU of 1,284,376€ (46.8%).

There are two crucial objectives of the project: on the one hand, is to guarantee the recovery, stability, conservation and maintenance of habitat favourable for species linked to water. On the other hand, it is to improve the ecological conditions in coherence with Natura 2000.

To get to terms with these objectives initially there was established a Participating Program of Management for all CISs/SPAs fluvial systems of meadows of the Mediterranean type characteristic of CyL, adjoined to a Programme of Monitoring for the typical habitat and species of these environments.

In order to be able to contectualise the framework in which the project has been carried out together with the experiences which we have been living through, it is necessary to consider: As a consequence of the Pilot Project started by the EC in  the Kingdom of Spain for the no designation of ZEC, CyL was compromised to follow to the end this process (ZEC) and implement conservation measures.

In these circumstances it was seen as a key factor to implement the project of LIFE MedWetRivers just as it was foreseen. this, because with the approval of:

  • Direction Plan for 2015,
  • The instruments and tools for monitoring the entire space of Natura 2000,
  • Declarations of ZEC and SPAs in CyL.

This brought us o terms with the Article 42.3 of the  42/2007, Act of 13 December.

With this, the main objectives sought by the core actions of the MedWetRivers project were largely satisfied.

- AGREEMENT 15/2015, of March 19, of the Regional Government of Castilla y León, which approves the Master Plan for the Implementation and Management of the Natura 2000 Network in Castilla y León.

- ORDER FYM / 775/2015, of September 15, which approves the Basic Plans of Management and Conservation of the Natura 2000 Network in the Community of Castilla y León.

- DECREE 57/2015, of September 10, declaring special conservation areas and special protection areas for birds, and regulating the basic management and conservation planning of the Natura 2000 Network in the Community of Castilla y León.

The necessary modifications derived from the indicated, can be synthesized in the need to:

  1. Reorient some actions of the project.
  2. Dismiss the execution of some actions of the project.

Among the most significant consequences that have arisen is the non-proceeding  of the execution of the actions related to the preparation of the management and monitoring plans for the respective places, since they were already prepared.

However, the objectives of the project are maintained since the results of a large part of the actions will have their repercussion in the mandatory evaluation and revision of those planning, management and monitoring tools of the Protected Areas Natura 2000 of Castilla y León previously  approved.

In that way, the objectives for which these actions were implemented were satisfied, so their executions can be claimed to be a success.
